Quick answer: Most Janakpuri files fail on paperwork, not law. Your address here is a block, a pocket and a flat number, so the same flat appears as A-1/23-B, A1/23B and Flat 23B, Block A-1 on three documents — all correct, and a clerk sees three different strings. The fix is not to make every paper correct but to make them identical: copy your Aadhaar address character for character onto every form. Second, know what your DDA papers are: the Demand-cum-Allotment Letter, the Possession Letter and the Conveyance Deed prove ownership; an office asking for address proof wants records in your own name. Third, a freehold conversion is not a prerequisite to marrying or registering — anyone who links them is selling two jobs. In Janakpuri, Your Address Is a Block, a Pocket and a Flat Number — and Three Documents Spell It Three Ways

Most of the trouble a Janakpuri couple has with a marriage file has nothing to do with marriage law. It comes from the way this colony was built and the way its paper was written. Janakpuri is one of the large planned housing colonies the Delhi Development Authority laid out in west Delhi, and almost every flat here was born as a DDA allotment. That means your address was never written out as a street name and a house number. It was written as a letter, a number, a slash and another number — the block, the pocket, the flat.

So the same flat can honestly appear as A-1/23-B on one paper, A1/23B on a second, A-1, Pocket A, Janak Puri on a third and Flat No. 23B, Block A-1, Janakpuri, New Delhi 110058 on a fourth. Every one of those is your home. None of them is a mistake. And yet a clerk comparing two documents side by side sees two different strings of characters, and a file can come back over it.

This page is written for that problem, and for the two other things that are specific to this belt: what the DDA's own paperwork actually is and which part of it is address proof, and how the electoral roll — the one record almost nobody thinks about — quietly decides whether your address story hangs together. The general law of marriage and registration is set out in depth on our process, documents and registration pages, and there is no point repeating it here. What follows is the part nobody writes down for Janakpuri.

The rule that saves the most trips: do not try to make your documents correct. Make them identical. Pick the version of your address that appears on your strongest document — usually the Aadhaar, because that is the one every office reads first — and then use exactly that, character for character, spacing and hyphens and all, on every form you fill for the marriage file. If the Aadhaar says Janak Puri as two words, write two words. If it says A-1 with a hyphen, keep the hyphen. You are not choosing the most beautiful rendering of your address. You are choosing one, and then refusing to deviate from it.

And write the pin code the same way every time. West Delhi pin codes sit in a tight cluster — the Janakpuri blocks, Vikaspuri, Uttam Nagar, Tilak Nagar and Hari Nagar are all within a few numbers of each other — so a single digit typed from memory puts your form in a different neighbourhood from your proof.

The Four DDA Documents, and Which One Is Actually Address Proof

Families here usually have a folder with several DDA papers in it, and they are not interchangeable. It is worth knowing what each one is before you carry the folder anywhere, because the strongest paper for proving ownership is often the weakest for proving where you live now.

The practical consequence is the one people get backwards. A family can own the flat outright, hold a registered conveyance deed and still have a weak address story — because every live utility record is in a grandfather's name and the young couple appears on nothing. Meanwhile a tenant two floors up, with a rent agreement and an electricity bill in his own name, has a cleaner file than the owner's son. Ownership and residence are two different questions, and a marriage file asks the second one.

Leasehold, Freehold, and Why Converting Does Not Change Your Marriage File

Conversion comes up constantly in Janakpuri conversations, usually with the implication that it has to be sorted out before anything else can happen. It does not. Conversion is a property matter; it has no bearing on whether you can marry or register a marriage. But since half the folders we are shown contain a half-finished conversion, it is worth setting out what the scheme actually says, so that nobody is sold a step they do not need.

What the DDA's own conversion scheme provides. The scheme for converting from the leasehold system into freehold covers Janta, EHS, LIG, MIG, HIG and SFS flats allotted by DDA, including the Asian Games Village Complex, constructed prior to 1992 on a leasehold basis — which is exactly the vintage of most of the older Janakpuri pockets. It is open not only to original allottees but also to sub-lessees and to holders of a General Power of Attorney or Agreement to Sell who are in physical possession.

The documents the scheme lists are worth reading once, because they tell you what kind of exercise it is: an affidavit from the allottee or mutatee attested by a Notary Public or a First Class Magistrate; an indemnity bond similarly attested; proof of physical possession; a copy of the Demand-cum-Allotment Letter; a copy of the Possession Letter; a photograph with attested specimen signatures; a no-objection from a mortgagee where the flat is mortgaged; a no-dues certificate in hire-purchase cases; and the mutation letter where the applicant is a mutatee. On approval, conveyance deed papers are issued to the applicant, and the deed is then registered with the Sub-Registrar.

Two figures from the department's own frequently-asked-questions document are worth knowing, because they are the ones most often inflated in conversation: an original lessee gets a forty per cent remission on the conversion charge plus a ₹200 processing fee, while a purchaser or GPA holder pays the full conversion charge plus a surcharge of thirty-three and a third per cent, again with the ₹200 processing fee. Whatever anyone tells you, the processing fee is two hundred rupees.

The same document deals with the situation that is common in a colony this old — the person in the chain has died. Where the GPA holder has died, the Agreement to Sell holder applies for conversion in his or her own favour, submitting the original death certificate. Where the Agreement to Sell holder has died, the legal heirs may apply for substitution and conversion together in their favour, with the original death certificate and the documents prescribed in the substitution and conversion booklets, or individually where the others relinquish their rights.

We are not a property practice and we do not take conversion work. The reason it is on this page is narrower and worth stating plainly: nobody should be told that a marriage registration is waiting on a freehold conversion. It is not. If somebody has told you that, they have either misunderstood or they are selling you two jobs instead of one.

When the Flat Is Still in a Parent's or Grandparent's Name

This is the single commonest documentary position in Janakpuri and the surrounding blocks. The flat was allotted in the 1970s or 1980s. It stayed in the original allottee's name. The electricity connection was taken in that name and has never been changed, because changing it means paperwork and nobody has needed to. The couple getting married are grandchildren of that allottee, and between them they have an Aadhaar each, a PAN each and nothing else with this address on it in their own names.

That is not a problem, but it needs to be handled deliberately rather than discovered at a counter.

What actually works. Your own Aadhaar carrying this address is the centre of the file, because it is in your name and it states where you live. Around it, a bill in the family elder's name for the same flat is supporting material, not a substitute — it corroborates that the flat exists and that your family occupies it. A bank passbook or statement showing this address, a passport showing it, a driving licence, and your entry in the electoral roll at this address all help for the same reason: they are in your name.

What people waste time on. Getting a utility connection transferred purely for a marriage file. It takes weeks, it is a property-side exercise with its own requirements, and it is almost never what the file needed. If the family genuinely wants the connection in a living person's name, that is a good thing to do for its own reasons — just not as a prerequisite to a wedding date.

The honest caution. Where the original allottee has died and the family's whole address story rests on records in that person's name, it is worth spending an hour getting one document into a living person's name — most easily the electoral roll entry, which costs nothing and is dealt with in the next section. It is the cheapest repair available to a Janakpuri household, and it does more for the file than any amount of explaining at a counter.

What an Office Actually Compares — the Address Chain

It helps to know what is being done with your documents, because then you can see the file the way the person across the counter sees it. Nobody is investigating you. What is happening is much duller: a set of papers is being read for agreement. Does the name on this paper match the name on that one. Does the address on the form match the address on the proof. Does the date of birth on the identity document match the one written on the declaration. Where things agree, the file moves. Where two papers disagree, somebody has to decide which one is right, and the safest thing a clerk can do is hand it back.

So the useful exercise, two or three days before any appointment, is to lay your own papers out on a table and read them against each other in this order.

Do that once, with a pen, and you will find whatever is going to be found. It takes twenty minutes. The alternative is finding it in a queue with two witnesses standing next to you who have taken the morning off.

One more thing about self-attestation, because it is asked constantly and the answer is unglamorous. Self-attesting a photocopy means signing it yourself, on the copy, to say it is a true copy of the original you hold. It is not a notarial act, it costs nothing, and it does not replace the original. Carry originals of everything you photocopy, even where you were told copies would do. Originals are looked at and handed back; their absence is what turns a visit into two visits.

The Electoral Roll — the Free Repair Nobody Uses

Of all the records that carry a person's address in India, the electoral roll is the one people forget they are in, and it is the cheapest one to correct. There is no fee. It is in your own name. And an entry in the roll at your current address is read as a government record of residence, which is precisely the thing a Janakpuri couple living in a grandparent's flat is usually short of.

VERIFIED — the two forms, in the Election Commission's own words. Enrolment for a person not yet on the roll is on Form 6, filed before the Electoral Registration Officer or Assistant Electoral Registration Officer of the constituency. Everything else about an existing entry is on Form 8, whose official title covers shifting of residence, correction of entries in the existing electoral roll, replacement of EPIC, and marking of persons with disability — four different jobs on one form. The Commission's own instruction for a move is direct: in case of shifting, fill Form 8 and submit it to the Electoral Registration Officer of the constituency where your new residence is located, online or offline.

Two further points from the same source are worth carrying. First, there are now four qualifying dates in a year — 1 January, 1 April, 1 July and 1 October — and a person who has completed or is completing eighteen years of age on any of them can apply in advance on Form 6. That matters for the younger sibling, not usually for the couple. Second, and this one does matter: a person cannot be enrolled as a voter at more than one place, and no person may be enrolled more than once in any electoral roll. So the answer to "should I add myself at my husband's address and keep my parents' entry as well" is no. You move the entry. You do not collect entries.

Why this is on a marriage page at all. After a wedding, one of the two of you usually changes address, and in this belt the move is often short — a Janakpuri block to a Vikaspuri flat, a Tilak Nagar barsati to a Janakpuri pocket. Nothing forces you to update the roll, and nobody will chase you. But the couples who do it, in the first month, find the following year much easier: there is a government record, in their own name, at the address they actually live at, and it did not cost anything. The couples who do not, spend the next five years explaining why every document says a different place.

What the roll cannot do is worth saying too. It is not proof of citizenship of anything else, it is not a substitute for Aadhaar, and correcting it does not correct any other record — each record has to be dealt with on its own. And it has nothing to do with whether your marriage is valid. Validity comes from the ceremony under section 7 of the Hindu Marriage Act; the roll is housekeeping.

The Electricity Bill Question, Answered Properly

"Will the electricity bill work?" is probably the most frequent single question from this colony, and it deserves a better answer than yes or no.

A bill is read for three things: whose name is on it, which address it shows, and how recent it is. It is strong when all three point at you — your name, this flat, this quarter. It is supporting material when the name is a family elder's, because it then proves the household rather than the person. It is close to useless when it is two years old, when the address on it is abbreviated beyond recognition, or when it is a print-out from a payment app showing only a consumer number and an amount.

Three practical notes for Janakpuri specifically. Where a flat has been split between floors and there are two connections at one address, take the bill for the portion you actually occupy and be ready to say so in a sentence. Where a builder floor was sold with the connection left in the builder's or the previous owner's name, that bill is not your address proof at all — your Aadhaar and your rent agreement are doing the work, and the bill is background. And where the bill carries an old block notation that no longer matches how the address is written on your Aadhaar, do not correct the bill for the file; instead make sure the form you fill matches the Aadhaar, and let the bill be the supporting document it is.

Renting in Janakpuri — Barsatis, Builder Floors and the Flat You Are Subletting

A large part of this belt lives in rented rooms: students and coaching candidates around the District Centre and Janakpuri West, young employees working in Gurugram or Noida and living here because the Blue Line gets them out early, families who sold up elsewhere and rent here to be near a school. For all of them the marriage file turns on one document, and it is usually the weakest one they have.

The rent agreement. The eleven-month agreement is the standard instrument, and an unregistered one on stamp paper is what most landlords give. For a marriage file the questions are simple: does it name you, does it describe this flat, is it within its term, and is it signed by both sides. An agreement that expired last year is not current residence proof, and an agreement in a flatmate's sole name does nothing for you. Where you share, ask for your name to be added at renewal — it is a one-line change that costs nothing and prevents the whole problem.

The landlord's cooperation, and its limits. A short letter from the landlord confirming that you reside at the flat, with a copy of his identity document and one of his bills, is reasonable to ask for and is often what completes an otherwise thin file. What is not reasonable is asking a landlord to state something that is not true, and we will not draft such a letter. There is a plainer reason than principle: a document that says the wrong thing is worse than no document, because it converts a gap into a discrepancy.

The point nobody mentions. Whether a DDA flat may lawfully be sublet, and on what terms, is a question between the owner, the DDA and the lease — and it is not the marriage office's business. But it does explain why some landlords in these blocks will not put anything in writing. If yours will not, do not fight it. Build the file from records in your own name instead: the Aadhaar, the bank statement posted to this address, the electoral roll entry, the employer's letter. That combination has carried hundreds of files.

And the free option people forget. Delhi registration turns on the marriage having been solemnised in Delhi or on either party residing in Delhi. A couple whose residence paperwork is genuinely thin — both of them recent arrivals, both renting informally — still has a clean route, because the ceremony itself happened here. That is set out in full on our registration page, and it is the reason a Janakpuri ceremony is worth more to some couples than they realise.

The ECR Page of Your Passport — for the Half of This Belt That Is Going Abroad

West Delhi sends a great many people out of the country for work, and Janakpuri, Vikaspuri and Tilak Nagar are full of households where at least one person is on a Gulf contract or preparing for one. There is a page in an Indian passport that decides how that works, almost nobody reads it, and it has nothing to do with being married — but it collides with a wedding often enough that it belongs on this page.

VERIFIED, from the Ministry of External Affairs' own emigration pages. Certain countries — currently seventeen — are categorised as Emigration Check Required, in the Ministry's words because they do not have strict laws regulating the entry and employment of foreign nationals and do not provide avenues for grievance redressal. The seventeen named are Afghanistan, Bahrain, Iraq, Indonesia, the Kingdom of Saudi Arabia, Kuwait, Jordan, Libya, Lebanon, Malaysia, Oman, Qatar, Sudan, Syria, Thailand, the UAE and Yemen. Anyone holding an ECR-endorsed passport who goes to one of those countries to take up employment requires emigration clearance, which is granted by the offices of the Protector of Emigrants under the Ministry. And the exemption that decides most cases: persons having an educational qualification of matriculation and above are exempt from the ECR endorsement.

Read that last sentence again if your passport carries the endorsement and you passed class ten, because it is the whole answer. The endorsement is not a judgement about you and it is not permanent; it reflects what was on file when the passport was issued.

Where this touches a marriage. Three ways, all of them timing.

One — the clearance requirement attaches to taking up employment in one of those seventeen countries, not to travelling as a visitor and not to being somebody's spouse. Couples are regularly told that a marriage certificate is needed "for ECR", which confuses two different files. Ask the recruiter which document is actually required and for what step.

Two — if a passport has to be re-issued for any reason connected to the marriage, that is its own process on its own clock, and it runs after the certificate exists, not alongside it. Anyone planning a departure date should count the marriage registration, then the certificate, then any passport work, then any attestation or apostille, in that order. Three — where the certificate itself has to travel, the chain is state authentication, then the Ministry of External Affairs, then either an apostille for a country in the Hague Apostille Convention or attestation plus the embassy for one that is not. The Ministry's published position on its own charge is worth knowing before anybody quotes you a figure: normal attestation is free, and the fee is ₹50 per document or per page for apostille. What we do not do. We do not handle passport applications, emigration clearance or recruitment paperwork, and we do not advise on visas. What we can do is get the marriage and the certificate right, on a timeline that fits a departure date, and tell you plainly when a date is not achievable rather than taking a booking and hoping.

Which Office Serves a Janakpuri Address

The honest answer, and the only safe one to publish, is that we do not print office allocations on this website — not for Janakpuri and not for anywhere else. Delhi's districts and sub-divisions were reorganised during 2026, the e-District system allocates a marriage application to an office on the basis of the exact address you enter, and a page that prints a confident office name creates the very journey it was trying to save. Two flats in adjacent pockets can land differently.

What is true and useful instead:

Certificates issued before the reorganisation remain fully valid. Nothing has to be re-done because a district was renamed or a sub-division was carved differently. If you are holding a certificate from an office that no longer exists under that name, it is still your certificate.

Where an old record has to be traced — you need a duplicate, or an extract of an entry from years ago, and nobody can tell you which office now holds the register — the clean route is a written request, and failing that the Right to Information route, which is set out step by step on our Mayur Vihar Phase 2 page. It is free or nearly free and it produces a written answer, which is worth more than five phone calls.

Ring before travelling, including us. Counter timings, the queue and what a particular office wants on a particular day are living facts that no page can hold. The Delhi Revenue Department's own published position is that the marriage counter works on any working day in the morning, and that a Hindu Marriage Act registration is normally completed within about a fortnight while a Special Marriage Act solemnisation normally takes about sixty days — those are the department's own words, and they are the shape of the thing rather than a promise.

Janakpuri and the Blocks Around It

We work across the whole of this belt, and the addresses below come up most often. The point of the table is not a list of names; it is that the documentary problem changes as you move across west Delhi, and knowing which problem you have saves the guesswork.

One boundary worth stating for this side of the city, because getting it wrong restarts a thirty-day clock: Bahadurgarh and Gurugram are Haryana, and a marriage registered there is registered under Haryana's own law and portal, not Delhi's. Najafgarh, Kapashera and Bijwasan are Delhi. If any part of your paperwork says a Haryana address, say so on the first call rather than at the counter.

Witnesses in a Colony Where Everyone Is a Neighbour

Janakpuri has an advantage most of Delhi does not: the people you would naturally ask to be witnesses live within walking distance, and many of them have lived in the same pocket for thirty years. That removes the single commonest cause of a failed morning, which is a witness who could not get across the city in time.

It also creates a specific risk. When the witness is an uncle from the next block, everyone is relaxed, and relaxed is how a man arrives with a photocopy of his Aadhaar and the original at home in a drawer. A witness attends with his original identity document and his own address proof, and he signs in front of the officer. Nobody signs in advance, nobody signs on somebody else's behalf, and nothing is sent ahead.

Three sentences on the night before, which is when this is fixed: tell each witness in plain words what to bring; confirm both of them two days out rather than the evening before; and keep a third name in reserve, because the reserve costs nothing and the failed morning costs everybody a day's leave. And the thing we will not do, said once, plainly: we do not provide witnesses. Anyone who offers to supply them is offering to have strangers certify something they did not see, and that is the exposure of the person who signs, not of the person who sold the arrangement.

Ten Mistakes Janakpuri Couples Make

One — writing the address differently on the form than on the Aadhaar. The single biggest cause of a returned file in this colony, and the easiest to avoid. Copy the Aadhaar exactly, hyphens and spacing included.

Two — treating the allotment or possession letter as address proof. Those papers belong to the flat's ownership story. The office is asking where you live now, and that question is answered by records in your own name.

Three — believing a freehold conversion has to be finished first. It does not. Conversion is a property matter with no bearing on marriage or registration, and anyone who links the two is selling you two jobs.

Four — leaving every live record in a late grandparent's name. One free correction — the electoral roll entry, on Form 8 — puts a government record at your address in your own name. It is the cheapest repair a Janakpuri household has available.

Five — keeping two voter entries, one at the parents' flat and one at the new one. The Election Commission's position is that a person cannot be enrolled at more than one place. You move the entry; you do not collect entries.

Six — carrying photocopies and leaving originals at home. Originals are looked at and handed straight back. Their absence is what turns one visit into two.

Seven — an expired rent agreement. Eleven-month agreements expire quietly. Check the term before the appointment, and get your own name added at renewal if you share the flat.

Eight — assuming a marriage certificate is what "ECR" needs. Emigration clearance is about taking up employment in one of the seventeen ECR countries with an ECR-endorsed passport, and the exemption is educational. Ask the recruiter which document is required for which step.

Nine — booking a flight before the certificate exists. Registration, then the certificate, then any passport work, then any attestation or apostille. That is the order, and none of the steps can be run in parallel with wishing.

Ten — a relaxed witness. The uncle from the next block is the most likely person in Delhi to arrive with a photocopy. Tell him what to bring, in words, the night before.

Late registration carries the 2014 Order's own charges rather than ours — a ₹500 condonation under Order 6 in the second sixty days, and a ₹1,000 penalty under Order 7 after that, remittable by the ADM or DM. Neither compounds, so a marriage from 2009 and one from last year attract the same figure, and the delay is not a reason to keep putting it off. The Delhi Development Authority's scheme for conversion from the leasehold system into freehold — the categories of flat it covers, that it applies to flats constructed prior to 1992 on a leasehold basis, its coverage of sub-lessees and holders of a General Power of Attorney or Agreement to Sell in physical possession, the documents it lists (notarised affidavit and indemnity bond, proof of physical possession, the Demand-cum-Allotment Letter, the Possession Letter, photograph and attested specimen signatures, mortgagee's no-objection, no-dues certificate in hire-purchase cases, mutation letter), and that conveyance deed papers are issued on approval and then registered with the Sub-Registrar. The department's frequently-asked-questions document for the forty per cent remission for an original lessee, the ₹200 processing fee, the thirty-three and a third per cent surcharge for a purchaser or GPA holder, and the position where a GPA holder or an Agreement to Sell holder has died.

The Election Commission of India for Form 6 and for Form 8, whose official title covers shifting of residence, correction of entries, replacement of EPIC and marking of persons with disability; the instruction to file Form 8 with the Electoral Registration Officer of the constituency where the new residence is located; the four qualifying dates; and that a person cannot be enrolled as a voter at more than one place.

The Ministry of External Affairs for the Emigration Check Required category — the seventeen countries, the reasoning given for the categorisation, the requirement of emigration clearance for an ECR-endorsed passport holder going to one of them for employment, the role of the Protector of Emigrants, and the matriculation and above exemption; and for the attestation charge, normal attestation is free, a fee of ₹50 per document per page for apostille.

Not sourced, and said so. Which office serves a particular Janakpuri address — we do not publish that, because the e-District system allocates on the exact address and the 2026 reorganisation moved the boundaries. Whether a particular passport application will be given verification before or after issue — that is decided on the application by the passport authority, not by any rule we can quote, so this page states nothing about it. Whether a DDA flat may lawfully be sublet in a given case — a question on the lease and for the owner, not for us. How long a freehold conversion takes — not published, and not our work. And the address-chain method in the second section is our own experience of what gets files returned, offered as practice rather than as any rule of law.

Three Things to Have Ready Before You Call

One — your address as your Aadhaar writes it. Read it off the card rather than from memory, including the block notation and the pin code. Half of a first call is spent establishing this.

Two — whose name the live records are in. Say it plainly: "the flat and the electricity are in my grandfather's name, and he died in 2019." That single sentence tells us what the file needs, and it is not a problem — it is just information we would rather have at the start than at a counter.

Three — any date you are working towards. A flight, a visa appointment, a joining date, a family member's travel. If there is a fixed date, we plan backwards from it and tell you at once if it cannot be done. We would rather lose a booking than take one we cannot deliver.

Do you do Arya Samaj marriages for Janakpuri couples?▼
Yes. The ceremony is performed at our mandir and the registration work is handled alongside it. Nothing about the service changes because you live in Janakpuri, and there is no colony pricing — ₹5,100 for the ceremony alone and ₹7,100 with registration.
My address is written four different ways on four documents. Is that a problem?▼
It is the commonest problem in this colony and it is fixable in twenty minutes. Do not try to make every document correct. Pick the version on your Aadhaar and copy it exactly onto every form — same hyphens, same spacing, same spelling of Janakpuri, same pin code. Offices read for agreement, not for elegance.
Is the DDA allotment letter accepted as address proof?▼
It belongs to the flat's ownership story, not to the question of where you live now. An office reads records in your own name for residence — Aadhaar, a bill, a bank record, a passport, your electoral roll entry. The allotment letter sits behind them as background.
Our flat is still in my grandfather's name. Can we still register?▼
Yes, and this is the normal position in Janakpuri. Your own Aadhaar carrying the address is the centre of the file; a bill in the elder's name corroborates that the family occupies the flat. Tell us at the first call and we build the file around what exists rather than discovering it at a counter.
Should I get the electricity connection transferred before the marriage?▼
Almost never for the marriage file. It takes weeks, it is a property-side exercise, and it is rarely what the file needed. Do it for its own reasons if the family wants it, but not as a prerequisite to a wedding date.
Does a freehold conversion have to be completed first?▼
No. Conversion is a property matter with no bearing on whether you can marry or register a marriage. Anyone linking the two is selling you two jobs instead of one.
What does the DDA conversion scheme actually cover?▼
By its own terms, Janta, EHS, LIG, MIG, HIG and SFS flats allotted by DDA, including the Asian Games Village Complex, constructed prior to 1992 on a leasehold basis — the vintage of most older Janakpuri pockets. It is open to original allottees, sub-lessees and GPA or Agreement to Sell holders in physical possession.
What does DDA issue when a flat is converted to freehold?▼
Conveyance deed papers are issued to the applicant on approval, and the deed is then registered with the Sub-Registrar. That registered conveyance deed is the freehold title.
What is the DDA processing fee for conversion?▼
The department's own frequently-asked-questions document puts the processing fee at ₹200, with a forty per cent remission on the conversion charge for an original lessee, and the full charge plus a thirty-three and a third per cent surcharge for a purchaser or GPA holder. Whatever anyone says, the processing fee is two hundred rupees.
Do you handle DDA conversion work?▼
No. We do not take property work and we say so rather than sub-contracting it. Our fee table carries a 'not offered' line against it deliberately.
The GPA holder in our chain has died. Does that stop everything?▼
For the property side, the department's position is that the Agreement to Sell holder then applies for conversion in his or her own favour with the original death certificate, and where the Agreement to Sell holder has died the legal heirs may apply for substitution and conversion together. For the marriage side it changes nothing at all.
How does the electoral roll help a marriage file?▼
It is a government record of residence, in your own name, and it costs nothing to correct. For a Janakpuri household whose live records are all in an elder's name, it is the cheapest repair available.
Which form do I use to change my address on the voter roll?▼
Form 8. The Election Commission's own title for it covers shifting of residence, correction of entries in the existing roll, replacement of EPIC and marking of persons with disability. For shifting, it is filed with the Electoral Registration Officer of the constituency where the new residence is located, online or offline.
And if I am not on the roll at all?▼
Form 6, filed before the Electoral Registration Officer or Assistant Electoral Registration Officer of the constituency. There are four qualifying dates in a year — 1 January, 1 April, 1 July and 1 October — and an advance application is possible on Form 6.
Can I keep my old entry at my parents' flat and add a new one after marriage?▼
No. The Commission's position is that a person cannot be enrolled as a voter at more than one place, and no person may be enrolled more than once in any roll. You move the entry rather than collecting entries.
Is updating the voter roll compulsory after marriage?▼
Nothing compels it and nobody will chase you. But couples who do it in the first month find the following years much easier, because a record in their own name exists at the address they actually live at.
Will an electricity bill work as my address proof?▼
It depends on three things: whose name is on it, which address it shows and how recent it is. Your name plus this flat plus this quarter is strong. A family elder's name makes it supporting material. A two-year-old bill or a payment-app screenshot with only a consumer number does very little.
Our flat has two connections because the floors were split. Which bill do I bring?▼
The one for the portion you actually occupy, and be ready to say so in a sentence. That is all the explanation it needs.
I bought a builder floor and the connection is still in the builder's name.▼
Then that bill is not your address proof. Your Aadhaar and your sale deed or rent agreement are doing the work, and the bill is background. Do not rebuild the file around it.
I rent a room near Janakpuri West. What do I need?▼
A current rent agreement naming you and describing the flat, within its term and signed by both sides, plus your own Aadhaar. If you share and the agreement is in a flatmate's sole name, ask for your name to be added at renewal — a one-line change that prevents the whole problem.
My rent agreement expired three months ago.▼
Then it is not current residence proof. Eleven-month agreements expire quietly, so check the term before the appointment rather than at it.
My landlord will not give me a letter. What now?▼
Build the file from records in your own name instead — Aadhaar, a bank statement posted to the address, the electoral roll entry, an employer's letter. That combination has carried a great many files. We will not draft a letter that says something untrue, because a document that says the wrong thing is worse than no document.
Both of us moved to Delhi recently and our residence paperwork is thin. Any route?▼
Yes. Delhi registration turns on the marriage having been solemnised in Delhi or on either party residing in Delhi. A ceremony performed here opens the route even where the residence papers are weak — which is why a Janakpuri ceremony is worth more to some couples than they realise.
What is the ECR page in my passport?▼
An endorsement showing Emigration Check Required status. The Ministry of External Affairs categorises certain countries — currently seventeen — as ECR countries, and a holder of an ECR-endorsed passport going to one of them to take up employment needs emigration clearance from the Protector of Emigrants.
Which countries are the ECR countries?▼
As named by the Ministry: Afghanistan, Bahrain, Iraq, Indonesia, the Kingdom of Saudi Arabia, Kuwait, Jordan, Libya, Lebanon, Malaysia, Oman, Qatar, Sudan, Syria, Thailand, the UAE and Yemen.
How does a person get out of ECR status?▼
The Ministry's exemption is educational: persons having an educational qualification of matriculation and above are exempt from ECR stamping. If your passport carries the endorsement and you passed class ten, that is the whole answer, and the endorsement reflects what was on file when the passport was issued rather than any judgement about you.
Do I need a marriage certificate for ECR?▼
Emigration clearance is about taking up employment in an ECR country on an ECR-endorsed passport. It is not a marriage question. Couples are regularly told otherwise, so ask the recruiter which document is required for which step.
Does being married matter for emigration clearance?▼
The requirement attaches to the passport endorsement and the destination, not to marital status. Where a spouse's documents are needed for a visa, that is the receiving country's rule and not India's emigration rule.
We have a flight date. Can everything be done in time?▼
Sometimes, and we will tell you honestly. The order is registration, then the certificate, then any passport work, then any attestation or apostille — none of those run in parallel. We plan backwards from the date and say at once if it cannot be met.
What does the MEA charge for attestation?▼
In the Ministry's own words, normal attestation is free, and the fee is ₹50 per document or per page for apostille. Anything beyond that in a quotation is somebody's service charge, which they should itemise.
Which office will handle our Janakpuri application?▼
We do not publish office allocations for any address. The e-District system allocates on the exact address you enter and the districts were reorganised during 2026, so a printed office name creates the wasted journey it was meant to save. Ring first.
Is our old certificate still valid after the 2026 reorganisation?▼
Yes. Certificates issued before the reorganisation remain fully valid, and nothing has to be redone because a district was renamed or a sub-division redrawn.
How do we find which office now holds a register from years ago?▼
A written request first, and the Right to Information route if that goes unanswered — set out step by step on our Mayur Vihar Phase 2 page. It is free or nearly free and produces a written answer, which beats five phone calls.
How long does registration take?▼
The Delhi Revenue Department's own published wording is normally within 15 days for a Hindu Marriage Act registration and normally within 60 days for a Special Marriage Act solemnisation. Those are the department's words and the shape of the thing, not a promise we can make for a particular file.

We married in 2011 and never registered. Is it too late?▼

Does registration make the marriage valid?▼
No. Order 8 of the Delhi 2014 Order says registration will not tantamount to validity of marriage. An Arya Samaj ceremony creates the marriage under section 7 of the Hindu Marriage Act on the day it is performed; registration produces the record you can prove it with.
Do you provide witnesses?▼
No, at any price. A supplied witness is a stranger certifying something he did not see, and the exposure sits with whoever signs. Bring two people who know you — which in this colony usually means two people from the next block.
What do our witnesses need to bring?▼
Original photo identity and their own address proof, and they sign in front of the officer. Nobody signs in advance and nothing is sent ahead. Tell each of them in plain words the night before, because the relaxed neighbour is the one most likely to arrive with a photocopy.
How many trips will this take?▼
Fewer than people fear, and the number depends on the file rather than the colony. What creates extra trips is a missing original, an address mismatch or an absent witness — all three preventable before you leave home.
Is a self-attested photocopy enough?▼
Self-attestation means signing the copy yourself to say it is a true copy. It costs nothing and it does not replace the original. Carry originals of everything you photocopy, even where you were told copies would do.
Which document decides a disputed date of birth?▼
The school certificate is usually the strongest, and where it disagrees with another record it is generally the other record that needs correcting. Sort that out before the appointment, not during it.
My name is spelt two ways across my documents.▼
Pick the spelling on your strongest identity document and use it character for character everywhere afterwards. You are not choosing the most correct version — you are choosing one and staying with it.
Can we marry on a Sunday?▼
The ceremony can be held on a Sunday and the marriage is valid on any day. Government offices are not open, so any registration step waits for a working day. Plan the two separately.
Does a muhurat have legal effect?▼
None whatever. The date is entirely the family's choice. An Arya Samaj marriage is valid on any day, at any hour, in any month.
We live in Vikaspuri, not Janakpuri. Does this page still apply?▼
Largely yes, though the typical problem shifts — Vikaspuri and Mohan Garden files more often involve builder floors with a connection in a previous owner's name, where Janakpuri files involve original allottees. The area table on this page sets out which problem belongs to which belt.
We are in Bahadurgarh. Can we register in Delhi?▼
Bahadurgarh is Haryana, with its own law and portal. Registering in the wrong state restarts a thirty-day clock under the Special Marriage Act, so say on the first call if any part of your paperwork carries a Haryana address.
One of us lives in Janakpuri and the other in Noida.▼
That is workable, and it matters which route you take, because Noida is Uttar Pradesh. We will tell you which side to file on and why before anything is paid for.
Can a marriage be registered if one of us is abroad?▼
Both parties have to be present for the steps that require presence. There is no proxy marriage and no power of attorney over your own marital status in India. Plan the travel around the file rather than the reverse.
Can you get us an earlier appointment date?▼
No, and nobody can. Dates are allotted by load, and a statutory period is not a delay. What we can do is make sure nothing in your file causes the date you have to be wasted.
What is the difference between the ₹5,100 and the ₹7,100 service?▼
₹5,100 is the ceremony with the institution's certificate — you are married, with no government record. ₹7,100 adds the registration work, which is the version you can prove in a bank, a passport office or a pension file years later.
What does the ₹56,000 premium package include?▼
The fully managed route, end to end. Most Janakpuri couples do not need it, and we say so when they do not.
Can you help if we only need a duplicate certificate?▼
Yes — ₹2,500 for a duplicate or a certified extract, for a party to the marriage, from the office that holds the entry. Verification of somebody else's certificate is not something we offer.
Do you charge for the first call?▼
No. If we are the wrong people for what you need — a conversion, a passport, a visa question — we will say so and end the call without a fee.
Do you put a name or author box on your pages?▼
