Its narrow lanes, along with those of Samalka, Rangpuri, Mahipalpur, Rajokri and Bijwasan, are home to tens of thousands of workers from Bihar, Uttar Pradesh, Odisha, West Bengal and Nepal. If you have flown into Delhi, you have passed Kapashera without knowing it. Just beyond the airport's western edge, where the old Gurgaon Road meets the Haryana border, the village of Kapashera and its neighbours have grown into one of the densest workers' settlements in the capital. Four- and five-storey buildings are divided into single rooms, each rented to one or two workers or a young family. In the mornings, buses and shared autos carry thousands of people across the border to the garment export factories of Udyog Vihar, the offices of Gurugram, the cargo terminals of the airport, and the hotels of Aerocity and Mahipalpur. At night, the lanes fill with the sound of Bhojpuri, Maithili, Odia, Bengali and Nepali.
For these workers, marriage is usually a family affair back home. The wedding takes place in the village, the couple returns to Delhi, and months or years later someone needs a marriage certificate: to add the wife to the ration card, to open a joint bank account, to claim ESIC maternity benefit, or to get her a passport. Other workers meet a partner at the factory or the hotel and marry here, sometimes with family blessings and sometimes without. This guide is for both.

Kapashera Under the 2026 District Map
On 1 January 2026, Delhi's revenue administration moved from 11 districts and 33 sub-divisions to 13 districts and 39 sub-divisions, aligned with municipal zones, under a Revenue Department notification dated 25 December 2025. Kapashera was earlier a sub-division of its own in the South West district. Under the new map, the South West district's sub-divisions are Najafgarh, Matiala, Dwarka and Bijwasan, and the Kapashera area is expected to fall under Bijwasan.

Which Office Registers Your Marriage
- Hindu Marriage Act registration: the office allocated on e-District for the Delhi address of either partner, or the place in Delhi where the marriage was performed.
- A marriage performed in another state: it can generally be registered in Delhi on the basis of a Delhi residence, or in the state where the wedding took place. Register in one place only.
- Special Marriage Act: the Marriage Officer of the district where at least one partner has lived for 30 days before notice.

Married in the Village, Living in Kapashera
This is the most common Kapashera situation. The wedding took place in a village in Bihar, eastern Uttar Pradesh, Odisha or Bengal, with the whole family present, the pheras or the local rites, and a feast. No one registered it, because no one in the village thought it necessary. Now the couple lives in a rented room in Kapashera and needs a marriage certificate.
The good news: a Hindu marriage performed according to the customary rites of either family is valid under the Hindu Marriage Act, wherever it took place. Registration records it. What you need:
- Proof of the wedding: the wedding card if there was one, photographs of the main rites (sindoor, pheras, garlands), and a letter from the priest or the village pradhan or sarpanch stating the date and place of the marriage, if you can get one.
- Age proof for both: the Class 10 certificate or a birth certificate. Many workers, especially women married young, do not have these. See below.
- Affidavits: each spouse swears an affidavit giving the date and place of the marriage, dates of birth, prior marital status and religion, and explaining why it was not registered earlier.
- Two witnesses: ideally people who attended the wedding. Relatives or fellow villagers living in Delhi are often the easiest.

A very important check: both spouses must have been of legal age on the date of the wedding: the groom 21 and the bride 18. If the bride was under 18 at the time, the marriage was a child marriage. It is not automatically void, but it is voidable at her option under the Prohibition of Child Marriage Act, and registration offices may refuse or refer the case. If you are going home for Chhath, Diwali or a family wedding anyway, and your village relatives can be witnesses, registering there may be easiest. If you need the certificate quickly in Delhi, for a ration card, ESIC or a job, registering here is usually faster. Either way, register only once.
Bringing Your Wife to Delhi: The Paperwork
When a worker brings his wife from the village to live in Kapashera, a few documents help her settle and access services. The marriage certificate is the base document for most of them.
- Aadhaar: she can update her address to the Delhi room using a rent agreement or other accepted proof, or using the "head of family" route with the marriage certificate as proof of relationship, under UIDAI's rules.
- Bank account: a bank account in her own name, with her own debit card and mobile number, gives her financial independence and is needed for many benefits.
- Ration card: see the next section.
- Health: if the husband is covered by ESIC through his employer, he can add his wife as a dependent family member, giving her medical care at ESIC dispensaries and hospitals.
- Voter ID: she can transfer her voter registration to Delhi if she will live here long term.
- Surname: she is not required to change her surname. If she does, update Aadhaar and the bank account using the certificate.
Ration Card, Aadhaar and Bank After Marriage
Under the One Nation One Ration Card system, beneficiaries of the National Food Security Act can collect their entitled rations from any fair price shop in the country using Aadhaar-based authentication, including in Delhi. For newly married workers, this raises practical questions:
- Adding a wife to the ration card: a new member is added to the family's card through the state that issued it, usually with the marriage certificate and the wife's Aadhaar. Where she was on her parents' card, her name may need to be removed from that card first.
- Using the card in Delhi: once she is on the card, the family can draw part of their rations in Delhi through portability while other family members draw the rest at home, subject to the system's rules.
- Proof of marriage: many offices ask for the registered marriage certificate. A village wedding without registration often causes delays at this step.
Rules differ between states and change from time to time. Ask at the fair price shop or the food and supplies office for the current procedure. We help with the marriage certificate; the ration card is handled by the supply department.
Garment and Factory Workers
Most Kapashera workers are employed in the garment export factories and other units across the border in Gurugram, or in warehouses and logistics hubs near the airport. For them, marriage and work are closely linked:
- Time off: factories usually have one weekly off day. An Arya Samaj ceremony can be held on that day; registration needs one working morning for both spouses and two witnesses. Ask your supervisor well in advance.
- ESIC: if your wages are within the ESIC coverage limit, your employer should be deducting ESIC contributions. After marriage, add your spouse as a family member through your employer or the ESIC portal.
- EPF nomination: update your EPF nomination on the EPFO portal after marriage, naming your spouse.
- Contract workers: many workers are hired through contractors. ESIC and EPF still apply if the conditions are met; ask the contractor for your ESIC card and UAN number.
- Two workers in the same factory: colleagues can marry each other; no employer can legally prevent it.
Women Workers: Your Rights
A large share of garment workers are young women, many of whom married young in their villages or who meet partners in the city. Some rights every woman worker should know:
- Your wages are yours. A husband or in-laws have no legal right to take a working woman's salary.
- Maternity benefit: women covered by ESIC may be entitled to paid maternity benefit, subject to contribution conditions; the Maternity Benefit Act also protects women workers in covered establishments. The marriage certificate is not always needed, but it avoids questions.
- Your documents: keep your own Aadhaar, bank passbook and marriage certificate. Do not hand them over to anyone to "keep safe".
- Harassment at work: sexual harassment at the workplace can be reported to the factory's internal committee or the district's local committee.
- Violence at home: the Protection of Women from Domestic Violence Act protects wives, and the women's helpline 181 and the police at 112 can help.
- Choosing your partner: an adult woman can marry whom she chooses. No family, employer or village can stop her.
Airport and Hotel Staff
The airport, its cargo terminals and the hotels of Aerocity and Mahipalpur employ thousands of people from Kapashera and nearby: loaders, cleaners, security staff, drivers, cooks, housekeeping staff and front-office executives. Their rosters are often in shifts, including nights.
- Planning around shifts: both spouses and both witnesses must attend the registration appointment together on a working day. Arrange a swap or a day off well in advance.
- Airport ID and security: staff with airport entry passes often need to update personal details, including marital status, with the issuing authority; ask your employer.
- Hotel groups: larger hotel chains often have group health insurance and staff benefits that extend to spouses once HR records the marriage.
- Staff accommodation: if you live in staff quarters, a letter from your employer on letterhead confirming your residence, with your affidavit, usually serves as address proof.
Marrying a Nepali Citizen
Many Nepali citizens live and work in Kapashera and Mahipalpur, as cooks, security guards, hotel staff and domestic workers, and marriages between Indians and Nepalis are common. Under the India–Nepal Treaty of Peace and Friendship of 1950, Nepali citizens can live and work in India without a visa. For marriage purposes, however, a Nepali citizen is a foreign national.

After marriage, the Nepali spouse continues to live in India under the treaty arrangements. For citizenship or other status questions, take specialist advice.
Couples and Hotels: What the Law Says
Mahipalpur, next to Kapashera, has hundreds of budget hotels and guest houses near the airport, and we are often asked about couples staying in them before or after marriage.
- No law forbids adult unmarried couples from staying in a hotel room together. The Madras High Court observed in December 2019 that there are no laws or regulations forbidding unmarried persons of opposite sex from occupying hotel rooms as guests.
- Hotels may have their own policies, such as requiring local ID or refusing unmarried couples. That is a business decision, not the law.
- Every guest must give valid ID, and hotels must record guests' details and report foreign guests under the rules for foreigners. Carry your Aadhaar or other ID.
- If police check a hotel, adult couples who are there by choice and have valid ID are not committing an offence merely by staying together. Stay calm, show ID, and ask for the reason if questioned.
- Minors are different. Staying with or taking a person under 18 can lead to serious criminal charges. Never do it.
A hotel stay is not a marriage, of course. If you want the legal security of marriage, marry and register.
Address Proof for Shared Rooms
Kapashera's rooms are usually rented informally, often shared by several workers, with the building owner living elsewhere. Address proof needs some effort:

Tenant verification by the police is required in Delhi for tenants, and many Kapashera landlords do it. Keep a copy; it is useful for more than marriage. Never borrow a friend's address; the affidavits are sworn on oath. See our documents guide.
Arya Samaj + Registration
- Document check: send us clear photos of both partners' age proof, ID, address proof and photographs.
- Affidavits: date of birth, marital status, religion and free consent, notarised.
- Ceremony: the Vedic ceremony at the Arya Samaj mandir, with havan, pheras and saptapadi, takes about 90 minutes, and can be held on your weekly off day.
- Online application: we file the Hindu Marriage Act registration on e-District and book the appointment.
- Appointment: both partners and two witnesses attend with originals.
- Certificate: issued once approved.
Courts have said since 2022 that a mandir certificate alone is not conclusive proof, and in 2024 the Supreme Court held that a certificate without a real ceremony is worthless. Always complete the registration. See our Arya Samaj court marriage guide.
Special Marriage Act
- Residence: one partner has lived in the district for 30 days before notice, shown by a rent agreement or other proof.
- Notice: filed online and verified at the Marriage Officer's office, where it is displayed.
- 30-day period: for legal objections only.
- Solemnisation: after 30 days and within three months, before the Marriage Officer and three witnesses.
- Certificate: issued under the Special Marriage Act.

Inter-Caste and Inter-Religion Couples
- Inter-caste Hindus: a valid Hindu marriage; caste is not on the certificate. Where one partner belongs to a Scheduled Caste, the Dr. Ambedkar scheme (₹2.5 lakh, subject to conditions) and Delhi's ₹50,000 incentive may apply. See our inter-caste guide.

Witnesses
Hindu Marriage Act registration needs two witnesses; the Special Marriage Act needs three. They must be adults with ID and address proof who genuinely know you: roommates, co-workers, relatives or fellow villagers in Delhi. A Passport for Your Wife
Many Kapashera workers and airport staff want a passport for a wife, whether for a Gulf job, a visit to Nepal by air, or simply as a strong identity document. The marriage certificate makes the application much smoother.
- Applying: the application is made online on the Passport Seva portal and completed at a Passport Seva Kendra or Post Office Passport Seva Kendra. The one serving the airport side of Delhi is allocated when you book.
- Address: she can apply from the Kapashera address if she has accepted proof there, such as a rent agreement, a bank passbook with the address, or her updated Aadhaar. Police verification follows at that address, so she must actually live there.
- Spouse's name: if she wants her husband's name printed as spouse, the marriage certificate is the cleanest proof. An annexure declaration is also accepted in some cases, but the certificate avoids questions.
- Name changed after marriage: if she has taken her husband's surname, the certificate supports the change from her old documents.
- Date of birth: the passport office needs proof of date of birth. If she has none, the delayed birth certificate route described below becomes important.
A Nepali spouse cannot hold an Indian passport; she travels on her Nepali passport.
Children's Birth Certificates and Schooling
Babies born to Kapashera families are usually delivered at a government hospital, an ESIC hospital or a private nursing home, and sometimes back in the village. Every birth must be registered with the local registrar of births, usually within 21 days, and the hospital normally starts the registration.
- Parents' names: the birth certificate records both parents. A marriage certificate is not a legal precondition for registering a child's birth, but it prevents confusion when the mother's surname differs from the father's.
- School admission: Delhi government schools and the EWS quota in private schools ask for the child's birth certificate and address proof. A family with its papers in order finds admission much easier.
- ESIC for the child: an insured worker can add children as dependents; the birth certificate is the proof.
- Ration card: a child is added to the family's ration card in the home state using the birth certificate and the child's Aadhaar.
A child's rights, including inheritance, do not depend on whether the parents registered their marriage. But paperwork runs on documents, and an unregistered marriage often means repeated questions at every office.
If Something Happens to the Earning Spouse
This is the part no one wants to think about, but it is where a marriage certificate matters most. Construction, loading, driving and night shifts carry real risks, and when a worker dies or is injured, the family's claims depend on proving the relationship.

Widows who had no certificate and no nomination often spend months proving their marriage while the family has no income. Registering the marriage and updating nominations takes one morning. Do it now, while both of you are healthy.
Planning Registration Around Festivals
Kapashera empties before Chhath, Holi and Diwali as workers travel home, and the trains are full weeks in advance. Many couples combine a trip home with registering a village marriage in the home state, where the witnesses from the wedding are easy to find. If you plan to do that:
- Find out in advance how registration works in your state: whether it is online, at the block office, at the municipal office or at the registrar of marriages.
- Carry original documents, photographs and a letter from the priest or pradhan with you, as the office may not accept copies alone.
- Remember that government offices close for the festival itself; aim for the days before or after.
- If the home-state process will take longer than your leave, register in Delhi instead on your return.
For couples who cannot travel, Delhi registration with witnesses from among relatives and villagers living nearby is usually the quicker option. Kapashera, Samalka and Mahipalpur have large communities from the same districts, and a cousin or neighbour from your village is often only a few lanes away.
If You Are Not Comfortable with English Forms
The e-District portal and many official forms are in English, which puts off many workers. You do not need to fill them yourself. We speak Hindi and help in Bhojpuri-friendly Hindi, explain each field, and check that names and dates match your documents exactly. The officer at the appointment will speak to you in Hindi; answer simply and truthfully. Never sign an affidavit you have not had read out and explained to you.

If age proof is missing: many workers, especially women who left school early, have no Class 10 certificate or birth certificate. A delayed birth certificate can be obtained from the birth registration authority of the place of birth, which in a village is usually through the block or panchayat. It takes time, so ask a relative at home to start the process. We can advise on what supporting documents to send.
What Happens at the Appointment
- Both spouses and the witnesses arrive at the time on the slip, with all originals.
- Staff match originals with the scans on the portal.
- The officer confirms identities and consent, and for a village wedding asks about the date and place of the ceremony.
- The witnesses confirm they know you and, for a village wedding, that they attended.
- The registration is approved and the certificate issued, usually downloadable from the portal.
Answer simply and truthfully. If the wedding was in your village in a particular month and year, say so; the affidavits, the priest's or pradhan's letter and the application must agree.

The village wedding, registered in Delhi
A garment worker from Bihar and his wife had married in their village three years earlier. To add her to his ESIC and the family ration card, they needed a certificate. With wedding photographs, a letter from the village pradhan, two cousins living in Samalka as witnesses, and their rent agreement, they registered the existing marriage in Delhi.
The factory colleagues
Two workers from the same Udyog Vihar factory, one from Odisha and one from West Bengal, married by Arya Samaj rites on their Sunday off. His tenant verification receipt and an affidavit supported his address, and two co-workers were witnesses.
The Nepali cook
A Nepali cook in a Mahipalpur hotel married his Indian colleague under the Special Marriage Act. He brought his citizenship certificate and a ward office letter on his marital status, translated into English, and her rent agreement covered the residence condition.
The missing birth certificate
A woman worker who had never been to school had no age proof. Her brother applied for a delayed birth certificate in their home district, and once it arrived, the couple registered their village marriage in Delhi.
